BARR
March 12, 1999
Barr Engineering Company
4700 West 77th Street • Minneapolis, MN 55435 -4803
Phone: 612- 832 -2600 • Fax: 612- 832 -2601
Minneapolis, MN • Hibbing, MN • Duluth, MN • Ann Arbor, MI • Jefferson City, MO
Mr. Joel Hanson
City Administrator
City of Little Canada
515 Little Canada Road
Little Canada, MN 55117
Dear Joel:
At the meeting with the Ramsey County Public Works Department on March 2, Terry Maurer, Jerry
Auge, and Terry Noonan all had the understanding that Watershed District (and Barr) were to
complete all of the B2 Drainage Improvement Work (Design, Contract Documents, and Construction
Contract Administration and Oversight) except that work associated with the roadway milling,
repaving, and curbing. This had not been either mine or Cliffs understanding to date, but the District
is willing to complete the project in this manner, provided all the costs are allocated according to the
agreed -upon responsibilities.
The attached cost estimates represent the current understanding the Ramsey- Washington Metro
Watershed has regarding costs associated with the B2 Drainage Improvements/Roadway Reconstruction
Project. The costs shown in the tables are estimates based on RWMWD staff completing the design,
developing and administering the construction contract documents, conducting construction
management activities and providing construction oversight and contract closeout. The costs associated
with the engineering (including costs to date as well as future costs) are to be allocated based on actual
construction costs. Project bidding will be broken down into work activities identical to those shown on
the attached summary. The actual engineering costs will be proportioned at the same percentage as
the actual constructions costs. The costs shown in the attached tables are estimates only, and the final
costs for each responsible party will be based on those amounts actually incurred.
The estimates do not include work associated with the Gervais Beach water quality pond construction,
beach migration barrier, and lake sediment removal project. It is the District's understanding that
Ramsey County will complete the sediment excavation with their own equipment and County
employees. If this is not the County's understanding, we can also include this work on the Gervais
Beach water project in a similar manner.
Please review these estimates and contact either me at (612) 832 -2808 or Cliff Aichinger at
(651) 704 -2089 if you have questions. If this understanding is correct, please reply in writing.
Thank you for your continued cooperation in this joint effort.
Brad Lindaman
Professional Engineer
BJL/cnl
Enclosures (3)
c: Terry Noonan, Ramsey County Public Works
Terry Maurer, Howard R.
