Hanson, City Administrator <br />DATE: March 5, 1999 <br />RE: Fra -Dor Recycling <br />MAYOR <br />Michael 1. Hanson <br />Attached is a notice of the public information meeting the City Council will be <br />conducting with the property owners /tenants in the vicinity of the Fra -Dor Recycling <br />operation. Also enclosed is correspondence received from Fra -Dor regarding this matter <br />as well as letters of support for this operation. <br />In order that the council may more fully consider this matter, I have also enclosed a draft <br />of the proposed zoning ordinance revisions which establish an I -2 Zoning District with <br />recycling operation as an interim use. The City Attorney has also prepared a draft of the <br />revised development agreement that would be adopted in conjunction with the rezoning <br />to I -2. <br />Pending the outcome of the informational meeting, the Council will have to decide on the <br />next step in this matter. If the meeting is favorable to the continuance of this operation, <br />we would need to conduct concurrent public hearings, the first establishing the I -2 <br />Zoning District, the second rezoning the Fra -Dor property to I -2, and the final <br />establishing Fra -Dor as an interim use. These hearings could occur during the April <br />planning cycle. We also need to adopt an ordinance requiring a license and establishing <br />the fee. <br />Any comments you have on this course of action, the draft ordinance and /or the <br />development agreement should be addressed prior to the Planning Commission's <br />consideration of this matter. <br />Page 1 <br />
