controls haven't either been adopted or implemented, the city will also need to submit a local council <br />resolution that it intends to do so within 120 days of final comprehensive plan adoption by the local <br />government. for their plan to be considered complete. Council staff has prepared a model ordinance for <br />use by local governments in meeting this need. (see LPH, pages 3.13 -3.14) <br />The plan states that the City coordinates stormwater management with the Ramsey - Washington Metro <br />Watershed District. However, parts of the city are also in other watersheds. Little Canada is required to <br />complete a second generation Surface [or Storm] Water Management plan by the end of June 1999. <br />Depending on the timing of the City's responses to this suspension, the City may be required to submit its <br />updated Stormwater Management Plan to the Council at that time. (see LPH, pages 3.13 -3.15) One (1) <br />copy. <br />Water Supply <br />For more information on Water Supply plan, please contact Gary Oberts, Environmental Planning & <br />Evaluation Department, MCES at 651- 602 -1079. References below are to sections of the Local Planning <br />Handbook (LPH), May 1997 edition. Two (s) copies of the following. <br />The city has not submitted a water supply plan in accordance with Minnesota Statutes Section 473.859, <br />Subd. 3. A water supply plan component addressing system adequacy through the 2020 planning period, <br />needs to be submitted as a part of the final plan submission for the overall plan to be considered complete <br />for review and comment. (see LPH, pages 4.13 -4.19) <br />Transportation <br />For more information on the Transportation plan, please contact Kevin Roggenbuck, Transportation and <br />Transit Development at 651 -602 -1728. Please refer to pages 4.2 -4.5 of the Local Planning Handbook <br />(LPH), May 1997 edition. Two (s) copies of the following. <br />The following items must be provided or corrected for the plan to be considered complete for further <br />review. <br />• The plan update should contain the allocation of the Council's 2020 socioeconomic data (households, <br />population and employment) to traffic analysis zones (TAZs) in the community. There are eight <br />TAZs in the city of Little Canada. This information is needed to develop a 2020 traffic forecast. <br />• The plan update should contain a traffic forecast for 2020. The plan update must include a map <br />showing 2020 forecasted traffic volumes on all principal and minor arterials, at a minimum. <br />• The plan update included a roadway functional classification map that is inconsistent with the <br />regional system. The plan incorrectly identified TH 36 as an "intermediate arterial" and did not <br />identify "A" minor arterials in the community. <br />• The plan update should include a map showing the number of lanes on principal and minor arterials, <br />at a minimum. This is needed to properly assess the existing and future traffic congestion and safety <br />problems. <br />• The plan update should include a map showing current traffic counts. This is also needed to properly <br />assess the existing traffic congestion and safety problems, and can be used as a basis for evaluating <br />the reasonableness of the 2020 forecasts. <br />• The plan update should include an analysis of existing and future traffic problems and recommended <br />solutions. The plan states that "...there are notable street and highway operation problems that create <br />hazards and conflicts ..." but goes no farther.
