This may not be necessary, depending the amount of traffic congestion in the city. • The plan update should contain any information on the needed right -of -way for transit, bikes and pedestrians. The plan update does advocate expanding existing transit service and facilities and has a map showing future trail facilities, but it does not mention the need to acquire right -of -way to build the future trail system or expand transit facilities. Nor does it describe how the city proposes to preserve or acquire it. • The plan update should include provisions for minimizing access to principal and minor arterials in the community. This could include policies or ordinances that consolidate existing access points and regulate the type, number and location of future access points on minor arterials. • The plan update should include a description of existing and future transit service and facilities.
