MINUTES <br />PLANNING COMMISSION <br />MARCH 11, 1999 <br />CUP FOR <br />OPEN & <br />OUTDOOR <br />STORAGE — <br />3101 COUNTRY <br />DRIVE — <br />JERRY CARLE <br />There was no one from the public present wishing to comment on this <br />matter. <br />Mr. Carson recommended approval of the property division requested by <br />Kath Fuel Oil Company for 3096 Rice Street subject to compliance with <br />the recommendations of the City Planner as outlined in his report dated <br />March 9, 1999. <br />Motion seconded by Knudsen. <br />Motion carried 7 — 0. <br />Mr. Jerry Carle, owner of 3101 Country Drive, appeared before the <br />Commission requesting approval of a Conditional Use Permit to allow <br />open and outdoor storage of towed automobiles as an additional <br />principle use on his property. Carle reported that a towing service <br />approached him requesting to rent office space and to utilize the back <br />of his property to store towed vehicles. Carle indicated that he would <br />like to construct a building for this business. He acknowledged that the <br />City has notified him of several zoning code violations on his property. <br />Zoning code violations include the lack of hard surface for parking areas <br />as well as fencing issues and the fact that he has more signs than are <br />allowed under zoning code. Carle asked if he would be allowed to use <br />recycled blacktop for his employee parking area. Carle felt the recycled <br />blacktop would work better given the poor soil conditions on his property. <br />Knudsen asked if the towing business is currently operating at 3101 <br />Country Drive. Carle replied that they were. The towing business wanted <br />to try the location for 30 days to see if it worked. Carle indicated that <br />before they had an opportunity to obtain the necessary permits from the <br />City, the City's Code Enforcement Officer contacted him regarding the <br />business. <br />Knudsen noted that the application is asking to store between 25 and 35 <br />cars on the site and notes that there will be 6 to 8 tow trucks operating <br />from this location. Knudsen asked about traffic patterns. <br />George Stypa and Jared Gruett, owners of the towing company, reported <br />that they recently traded in five of their trucks and are now operating their <br />business with 2 wreckers and 2 flat beds. They anticipate having a <br />maximum of 30 vehicles on the site at any one time. Stypa reported that <br />most of their business comes from towing for car dealerships, and they do <br />very little towing of illegally parked cars. Stypa reported that very few of <br />the cars they tow will go to this lot, most go directly to the car dealership. <br />Page 8 <br />
