2. The parking area to the east of the site should be posted "employee parking" as <br />recommended by the March 28, 1983 planner's report. <br />3. The open off- street parking areas need to have a perimeter continuous curb <br />barrier around entire parking lot. All parking stalls should be marked with a white <br />or yellow paint lines not less than four (4) inches wide. <br />4. The entrance and driveway into Groundskeeper needs to be covered with, but <br />not limited to, asphalt, bituminous or concrete in order to control dust and <br />drainage. <br />5. The proposed storage area for outdoor storage of towed vehicles must be paved <br />with asphalt, concrete, or other material approved by City Council. <br />6. The south boundary adjacent to the mobile home park should be screened with <br />the proper materials. The PUD district allows screening to consist of wood or <br />masonry materials. <br />7. The storage area must not take -up any required parking spaces. <br />8. The signage on the property should be limited to one pylon and one wall sign or <br />two wall signs as indicated in the zoning code. Both businesses may be <br />identified on the pylon sign. <br />9. The current site plan does not indicate the amount of available parking spaces. <br />An accurate diagram showing number of available parking spaces should be <br />submitted to the City Planner for approval. <br />10. Based on the information discussed in this report, staff can not recommend <br />approval of the proposed application as the action should be based on specific <br />findings of fact relating to the City's Comprehensive Plan and the site in question <br />The findings of fact include: <br />(1) The proposed mix of uses is not consistent with the intent of land use <br />plan. <br />(2) Several conditions on the site are out of conformance with the <br />requirements of the Zoning Ordinance and /or previous approvals. <br />(3) The proposed new use is inconsistent with the PUD District's <br />objectives of higher quality site design and conditions than the Zoning <br />Ordinance would otherwise require. <br />11.
