MINUTES <br />PLANNING COMMISSION <br />MARCH 11, 1999 <br />Gruett reported that they do some service towing from apartment <br />complexes, and estimated that they tow ten vehicles per week from private <br />property. The majority of the cars that would be towed to the impound lot <br />would come from these apartment complexes. <br />Keis reported that an impound lot of this nature is not the type of business <br />that the City would envision for this area. Keis noted that the City is <br />trying to clean up Ryan Industrial Park, and this business is not consistent <br />with the City's Comprehensive Plan. <br />Stypa reported that the area the cars would be stored is only visible from <br />the freeway. <br />Montour asked if the impound business would require an employee on site <br />24 -hours per day. Stypa replied that it would, however, an employee <br />would typically be on site during day -time hours, and would be on -call 24- <br />hours per day via a cell phone. <br />Montour noted the general property condition and the lack of paved access <br />areas. Stypa agreed that paving is an issue and that the must be accessible <br />for his trucks. Montour asked if the Watershed needed to be involved in <br />any improvements given the wetland behind the property. The Code <br />Enforcement Officer did not think the improvements would be an issue <br />with the Watershed. <br />Kraemer asked the number of towing company employees. Gruett replied <br />that they usually have five employees. He also mentioned that he and <br />Stypa drive home the two tow trucks each evening. Therefore, only the <br />two flatbeds would be stored at the property overnight. Kraemer pointed <br />out that the application requests approval for 6 to 8 trucks. Stypa reported <br />that when they first approached Carle with the proposal, they had more <br />trucks. However, since that time have traded in trucks and currently have <br />the four mentioned previously. Stypa reported that they have no desire to <br />add to their fleet. <br />Keis asked if there was anyone from the audience wishing to comment on <br />this matter. <br />Bob DeBace reported that he owns a building on Country Drive and felt <br />that a towing company with an impound lot will result in quite a few cars <br />being stored on the property. DeBace stated that he would like to see the <br />property remain solely a landscaping business. DeBace agreed that the <br />City and property owners have been trying to clean up the area. DeBace <br />reported that he turns down three to four requests per week from people <br />looking for space for auto - oriented businesses. DeBace felt that if the area <br />Page 30 <br />
