MINUTES <br />PLANNING COMMISSION <br />MARCH 11, 1999 <br />is to improve, the City should be looking for a better use than the one <br />being proposed. DeBace did not feel the towing business /impound lot was <br />the right direction for the area. <br />There was no one else wishing to comment. <br />Knudsen agreed with DeBace's comments that this was not the direction <br />the City wants to take for the area. Keis agreed as well. <br />Montour felt there were two issues. First was the need to address current <br />code enforcement issues relative to this property. Secondly, he felt the <br />applicants needed to do more homework and determine the costs <br />associated with building a building, paving, etc. <br />Gruett reported that Jerry Carle is planning to retire at some point. It <br />would be their plan to purchase the property at that time, take over the <br />landscaping business and operate the landscaping business during summer <br />months and the towing/impound business during the winter. Gruett <br />indicated that they would like to locate in this area. <br />Stypa informed the Commission that they would like to maintain their <br />towing business with the four trucks they currently have. Stypa felt that <br />from a seasonal standpoint, the two businesses would compliment one <br />another. Stypa reported that they are not in the salvage business. A 35 -car <br />impound lot would be as large as they would want to go. Stypa reported <br />that they would like to improve the property. <br />Keis indicated that he appreciated their comments and the fact that Gruett <br />and Stypa wanted to do a good job. However, the issue is whether or not <br />this is the type of business the City wants to see in this area. An auto - <br />related business and the creation of a parking lot is not what the City <br />wants to do. Keis also pointed out that the code violations must be dealt <br />with on this property. Keis recommended that the CUP be denied. <br />Gruett asked if the City would consider allowing them to rent some office <br />space from Carle as well as the use of one of his bays as a shop area so <br />that they could maintain their trucks. <br />The City Planner indicated that a review would need to be done to <br />determine if parking requirements could be met. The Planner also <br />indicated that office is an allowed use, but the PUD would require an <br />amendment to the Conditional Use Permit for the second office use. The <br />Planner recommended that the Planning Commission first act on the CUP <br />for the open and outdoor storage application. The second action would be <br />relative to the office use request with no outside storage. <br />Page 31 <br />
