Hanson <br />Today, representatives of our staff met with those of the City of Vadnais Heights as well as Len <br />Pratt of Pratt Homes and Chuck Plowe of Plowe Engineering. The purpose of this meeting was <br />to discuss the Twin Lake Pines proposed development and the issues that arise as a result of the <br />coordination between the two cities. At this point in time, we have not received the complete <br />application and are not processing this proposal. (We anticipate this will occur during our March <br />cycle.) However, there are a number of issues that direction from the City Council is needed to <br />aid in our review of this matter. <br />Attached is a memo that Gerry Urban presented to his City Council regarding this development. <br />You will note a number of issues are identified that will require coordination between the two <br />cities. A likely result will be the need for a joint powers agreement to effectuate this <br />arrangement. Some of the key issues raised by this memo for your consideration are as follows: <br />• Detachment/annexation possibilities due to municipal boundaries splitting a portion of <br />proposed plat. (See map attached to Gerry Urban's memo delineating the municipal <br />boundaries.) There are a few options to consider in this regard. <br />• Vadnais Heights' request for additional land for park development in their community. <br />• The provision of an adequate water supply source to service this plat and create the <br />potential for serving the balance of the Twin Lake area within the City of Little Canada <br />as well as Five Star Estates Mobile Home Park in Vadnais Heights. (Vadnais Heights <br />will likely be commissioning a water system study to see if they are able to provide an <br />adequate looped source of water to this area. Another option would be to have water <br />provided by Little Canada by installation of mains under /over 694 as a back -up plan.) <br />Page 63 <br />
