Our comments would be as follows: <br />• At this point in the process we are estimating the assessment cost for the concrete curb and <br />gutter at $ 14.00 to $16.00 per foot. This represents 85 percent of the actual costs per foot <br />in accordance with the City's assessment policy. Given that the City's assessment policy <br />caps the assessment rate for a full reconstruction at $45 per assessable front foot, it would <br />seem this assessment for the concrete curb and gutter is relatively high. There are a couple <br />of reasons for this. First, the amount of work involved with installing concrete curb and <br />gutter prior to the County recycling of the road. Our contractor will have to go in and remove <br />bituminous and excavate the area that the curb and gutter is to be installed. In fact, over <br />excavation will be necessary so that an aggregate base can be placed to provide a <br />foundation for the concrete curb and gutter. After the curb and gutter is installed, there will <br />be some minor driveway work and filling and restoration behind the curb and gutter that will <br />be necessary. When the cost of this additional work is tacked on to the cost of installing the <br />concrete curb and gutter the total project cost rises. In a normal reconstruction these costs <br />would be borne by the reconstruction of the road. The second issue that is driving the cost <br />up is the configuration of properties along these roads. There are many large properties <br />with substantial front footages. In accordance with the City's assessment policy, many of <br />these larger parcels have their front footage reduces for assessment purposes. This has <br />the effect of reducing the assessable front footage below the total length of construction of <br />concrete curb and gutter thus driving up the assessment cost per front foot. <br />• Regardless of how good of job the County does in the cold -in -place recycling. This can only <br />be considered a maintenance project and not a total reconstruction. We are actually trying <br />to retrofit the curb and gutter to this maintenance project.
