PROJECT DESCRIPTION <br />Enhancement THE SPOONER PARKTRAIL IMPROVEMENTS PROJECT IS <br />PRIMARILY AN ENHANCEMENT TO AN EXISTING TRAIL. <br />The existing narrow 5' wide trail will be replaced with a new 8' <br />wide trail that will meet current standards for accessibility and <br />safety. The trails are primarily used for hiking, but other non- <br />motorized uses are allowed, including biking, roller blades and <br />skate boarding. <br />Community Park Spooner Park Is an existing 25 acre community park located <br />in the heart of Little Canada northeast of I-35E and Little <br />Canada Road. The Park is an important center for community <br />activities and is the site of the yearly Canadian Days summer <br />festival. Park facilities include trails, picnic shelters, ball fields, <br />tennis courts, play areas and an amphitheater. The Little <br />Canada Elementary Senool is located on a 15 acre site <br />adjacent to the Park and provides ball fields, play areas, court <br />games and trails that are used by the public as well as the <br />school district. <br />Trail Linkage <br />Existing <br />Conditions <br />The Proposed <br />Project <br />GRANT APPLICATION <br />Spooner Park Trail <br />The Spooner Park trails form an important link in the City -wide <br />Little Canada trail system. The trails provide the linkage to <br />Gervais Mill Park (Nature Area), Pioneer Park (Community <br />Park), Spooner Park (Community Park), Little Canada <br />Elementary School, ', Little Canada City Center and the <br />Waterworks Linear Park and Trail System. <br />The Spooner Park trails were constructed from 1976 through <br />1986 and are mostly a 5' wide bituminous surface on an <br />aggregate base. <br />These trails have sec`ved the City very well for the past 20 <br />years, but they are now in need of replacement and up- <br />grading. In some area;,, cracked paving, tree roots and <br />damaged surfaces present a safety concern. In other areas, <br />excessive grade or inadequate access make it difficult for <br />people of all ages and disabilities to use the trails. <br />The Spooner Park Trail Improvement project proposes to <br />replace 4600 linear feet of existing trail with a new trail that <br />meets current standards for safety and accessibility. In <br />addition, a new trail segment of 500 linear feet will be added <br />to provide an accessible trail loop. <br />Page 27 <br />February, 1999 <br />Page 2 <br />
