SITE AND PROJECT QUALITY <br />The Spooner Park trails are /deafly suited for the needs of the intended users of the <br />trail system. The trails are located in an area of exceptional aesthetic quality, with <br />rolling topography, diverse trees and plant material, wildlife and views along <br />Gervais Creek. The trails are centrally located in the City and within a reasonable <br />proximity to most residents. Many varied recreational facilities are adjacent to the <br />trails. The new trails will improve safety and accessibility for trail users. <br />B. PUBLIC NEED FOR AND BENEFIT OF PROJECT <br />The Spooner Park trails need to accommoda^;e the increased demand for trail use <br />and the special needs of a diverse and aging population. The trails, most of which <br />are over 20 years old, need to be modernized to meet current user demands, <br />including improved safety and accessibility concerns. <br />Community surveys indicate that as many as 8000 residents use the trails every <br />year. The trails are also used by many hundreds or thousands of park visitors each <br />year. <br />C. CONTEXT OF THE PROJECT IN A WIDER PLAN <br />The Spooner Park trails are an important part of the comprehensive trail plan for the <br />City of Little Canada. The trails play a key role in linking the central community <br />parks in Little Canada (Pioneer, Spooner and Gervais Mill) as well as, the City <br />Center and the elementary school. The Little Canada trails plan is compatible with <br />other local, area and state trail plans and will offer an important connection to both <br />city and area trails. <br />D. ATTENTION TO POTENTIAL ENVIRONMENTAL IMPACT <br />OF THE PROJECT AND EFFORTS TO MITIGATE <br />ADVERSE EFFECTS <br />The Spooner Park Trail Improvement Project will not have any adverse <br />environmental impact. The contractor will be required to take standard precautions <br />to prevent erosion during construction. No wetlands or woodlands will be impacted. <br />No historic or archaeological sited will be impacted. <br />E. IMPACT ON ADJOINING LANDOWNERS IN THE VICINITY <br />OF THE PROJECT <br />The project will not adversely impact any adjoining land owners. The trails are very <br />well buffered by public property.
