This example illustrates the fees noted in our adopted Public- Right -of Way Ordinance.
Our ordinance states that the city may only recover city costs associated with the permit
process. The following example presents various components that were considered in
establishing the proposed individual permit fee cost.
Components
1. Registration Fee
Right of Way Fee Structure
time
(Minutes)
Rate
(per hour /60 =Cost)
Registration of entities that desire to place facilities or work within the right -of —way is
necessary to ensure they have the proper insurance, knowledge and registration with
Minnesota One Call.
Administration
Review
2. Excavation Permit:
15 minutes
30 minutes
$05.30
$19.58
Total $24.88
An excavation permit provides the City of Little Canada the necessary information on
what, when, where and how work is proposed to be accomplished within the right of
way. Excavation always includes a temporary obstruction in the right -of -way. The
temporary obstruction (as a result of excavation) permit fee is included in excavation
fee.
The definition of a hole is defined as something less than the street width. Any
excavation in excess of the street width is considered a trench. Trench excavations can
include additional costs based upon a unit cost for a specified incremental length.
Administration
Verification
Plan Review
Vehicle Usage
Police & Fire Notification
Trench
Plan Review
Inspections
Testing Result Review
Mapping
Disruptive Cost
Parking Meters
Detour
15 minutes $05.30
30 minutes $19.58
Avg. trip 4 miles /.31 cents $01.25
15 minutes $09.79
60 minutes $39.16
60 minutes $39.16
30 minutes $19.58
15 minutes Not Applicable
$ Lost $ Lost
$ Lost $ Lost
miles x federal rate per mile
Page 25
