As of that date, we as <br />building officials, were obligated to begin enforcing this code. <br />Adoption and enforcement of the Code is mandatory for the seven county metropolitan area and cities of the <br />first class, however it is recommended that the city enact an ordinance specifically adopting the Code. <br />I have enclosed a draft copy of a sample ordinance along with some margin notes and comments. <br />Also enclosed is a copy of the current fee schedule, UBC Table 1 -A. This fee schedule represents approxi- <br />mately a ten percent increase over the fees that have been in effect since the adoption of the 1994 edition of <br />the code. I have surveyed several of the surrounding municipalities and found that all have either already <br />adopted this schedule, or are in the process of doing so. The fees were last increased when the State adopted <br />the 1994 edition of the Uniform Building Code. Prior to that they had not been increased since the 1988 edi- <br />tion, and as such resulted in a forty percent increase in 1994.
