SOLTIKGLiCISr1 RS <br />Formerly MSA <br />Consulting Engineers <br />As requested, we have reviewed preliminary plat and development plan for the Pitrina Park <br />Terrace Third Addition. The plan we reviewed was prepared by E.G. Rud & Sons, Inc., and <br />dated December 2, 1998. Based on our review and a meeting with the developer, we would <br />offer the following comments: <br />1. This plat consists of the approximately seven acres lying north of Allan Avenue. <br />It is proposed to construct 29 townhome units, 14 buildings with two units each, <br />and one freestanding unit on the far west end. <br />2. The plan shows 20 feet minimum spacing between buildings, however, the plan <br />does not indicate what the height of the structures themselves will be. According <br />to city ordinance, the distance between buildings must be equal to half the sum <br />of the building heights of the two buildings. Based on the 20 -foot minimum <br />shown between the two buildings, the structures themselves could not be over 20 <br />feet high. In our meeting with the developer, he indicated his builder was aware <br />of this requirement and the plan was laid out to meet it. <br />3. There are no easements shown on the preliminary plat for the storm sewer <br />leading from the corner of Desoto Street and Allan Avenue to the ponds along <br />the north line of this property. Towards the west end of Allan Street there is <br />another storm sewer line that leads to the ponds. Both of these storm sewer <br />lines should be provided with easements along with easements covering the <br />ponding along the north property line. The developer could either provide a <br />blanket easement over lot 30 or specific easements over the storm drainage <br />facility. There are also no easements provided on the preliminary plat around the <br />perimeter of the site. <br />4. No additional topography was provided north of this site. A review of the site in <br />the field indicates that there is a berm with small evergreens planted along <br />approximately half to two - thirds of the length of the north line starting from the <br />east.
