MINUTES <br />PLANNING COMMISSION <br />JANUARY 14, 1999 <br />TERRACE the third phase, and reported that landscaping will be similar to what has <br />THIRD been done in phases one and two. Howe reported that he is currently <br />ADDITION working with a landscape architect and will have a landscape plan ready <br />for presentation to the City Council at their January 27th meeting. <br />The City Planner encouraged submission of the landscape plan prior to the <br />Council meeting so that it can be attached to the final approved plans. <br />Montour noted that the proposed plat eliminates the use of cul -de -sacs in <br />developing the property north of Allen Avenue. Montour also pointed out <br />that Allan Avenue on the west side of Desoto Street appears to be <br />narrower than on the east side. <br />The City Planner reported that since Allen Avenue lying east of DeSoto <br />Street was developed, the City reduced its street width standards. The <br />Planner noted that Allan Avenue lying west of DeSoto Street meets the <br />City's current standards. <br />Keis asked if there was a way to develop the property north of Allan <br />Avenue in a way that is more aesthetically pleasing than having a row of <br />townhomes in a line along the street. <br />Frank Frattalone, property owner, replied that he has installed two <br />sedimentation ponds north of Allan Avenue. The addition of these two <br />ponds restricted his ability to construct cul -de -sacs north of Allan Avenue. <br />Frattalone also noted that he was able to locate the townhomes further <br />west along Allan Avenue than he initially proposed since he has found that <br />the area is not a wetland as was first anticipated. Frattalone noted that the <br />townhomes will be staggered back and forth to break up the appearance of <br />a straight line of homes. The configurations of the townhomes will also be <br />changed so that it is not the same structure one after another. <br />With regard to comments by the City Engineer, Frattalone indicated that <br />he had initially planned walkouts for the townhomes north of Allan <br />Avenue. However, sales of the townhomes south of Allan indicated that <br />buyers prefer not to have walkouts. Therefore, the homes will be slab -on- <br />grade. Grading plans will be changed accordingly and will be submitted <br />to the City Engineer. <br />Keis asked if there were any issues with the Watershed <br />Frattalone replied that there were not and reported that the Watershed has <br />given the development some credit for the ponds which have been <br />developed on the site. Frattalone further explained that given the water <br />table in the area, there will always be water in the ponds unless there is a <br />Page 10 <br />
