MINUTES <br />PLANNING COMMISSION <br />JANUARY 14, 1999 <br />drought year. Frattalone also reported that the ponds and berm area will <br />be landscaped with vegetation with is recommended by the Watershed. <br />Montour felt the row of townhomes along Allan Avenue was in contrast to <br />the cul -de -sacs south of Allan. Montour stated that he would like to see <br />something more in tune, but was not sure himself how this could be <br />accomplished. <br />Frattalone pointed out that most cities prefer not to have cul -de -sacs. <br />The Public Works Director pointed out that the cul -de -sacs south of Allan <br />Avenue are private, therefore, the City is not responsible for plowing <br />them. The Director indicated that he prefers not to have cul -de -sac streets <br />from a snow removal maintenance aspects. <br />Duray asked if setbacks are being met. <br />The City Planner reported that all required setbacks are being complied <br />with. <br />Frattalone reported that he has raised the berm on the north property line <br />by approximately two feet and increased the slope of the berm. Additional <br />landscaping has been added to the berm in conjunction with Slumberland. <br />The berm has not been heavily landscaped on the eastern end at <br />Slumberland's request given that they are considering an expansion to <br />their parking lot. <br />Kraemer asked about water issues for units 24, 25, and 26 given the <br />location of the detention pond to those units. <br />Frattalone replied that the ponds overflow to the north, therefore, will not <br />threaten the townhomes. Flowage through the pond system runs towards <br />Centerville Road. <br />Mr. Barraclough recommended approval of the Preliminary and Final <br />Plats for Pitrina Park Terrace Third Addition subject to compliance with <br />the recommendations of the City Planner and the City Engineer, subject to <br />submission of satisfactory grading and landscaping plans, and subject to <br />the installation of additional landscaping on the eastern edge of the berm <br />in conjunction with the expansion of the Slumberland parking lot, but no <br />later than August 1, 2001 if the parking lot expansion does not occur. <br />Motion seconded by Kraemer. <br />Motion carried 6 — 0. <br />Page 11 <br />
