MINUTES <br />PLANNING COMMISSION <br />JANUARY 14, 1999 <br />CONCEPT Mr. Perry Linn appeared before the Commission and presented a concept <br />PLAN - plan for the development of a Goodyear Tire Store on Rice Street just <br />GOODYEAR south of the Gas -N -Go store at County Road C. Linn reported that the <br />TIRE STORE property included in just proposal extends from the Gas -No -Go store south <br />to the car wash site and the adjacent lot with the vacant building. Linn <br />aplas <br />indicated that the owners of the car wash would like to relocate the car <br />wash at the back of the lot. <br />Linn explained that the concept he is proposing would be for the car wash, <br />tire store and Gas -N -Go to appear as an integrated development on one <br />piece of property. The owners of the car wash support the concept. Linn <br />reported, however, that he has not discussed the proposal with the other <br />property owners. <br />Keis informed Linn that this is not the type of development that the City <br />has indicated it wants for this area in its Comprehensive Plan. Keis <br />pointed out the large amount of parking proposed, and stated that he did <br />not like seeing the corner turn into a huge parking lot. Keis felt that <br />designing the site so that parking abuts Rice Street takes away from the <br />development. Keis indicated that the first question is whether this use is <br />appropriate for the site, and he felt it was probably not. Keis pointed out <br />that auto - related uses would be more appropriate in the area of Highway <br />36 and Rice Street. <br />Linn pointed out that there are already automotive uses in the area, <br />pointing out the gas station/convenience stores, the car wash, the auto <br />repair business. <br />Keis noted that these uses have been in existence for a long time and <br />continuing to add auto - related uses to the area was not a step forward. <br />Linn asked what uses would be appropriate. <br />The City Planner noted that the area is zoned General Business (B -3) <br />which allows a broad range of business uses, but excludes auto service - <br />type uses. The Comp Plan calls for B -2 uses to be located nearer to an <br />interchange. Ideally, the types of uses the City would like to see in the <br />Rice Street/County Road C area are office buildings or retail uses rather <br />than additional auto - related uses. <br />Linn indicated that the site could be designed so that the parking lot is at <br />the back of the building. The development could have the appearance of a <br />strip mall. Linn indicated that his business would require 25 parking <br />Page 24 <br />
