MINUTES <br />PLANNING COMMISSION <br />JANUARY 14, 1999 <br />places, while the concept plan shows 50. Linn felt that an office or retail <br />use would require more parking than the tire store would. <br />Linn submitted some architectural design -type drawings that show the <br />appearance that could be given to the tire store. Linn noted that all <br />overhead doors could be located at the back of the building. Linn again <br />indicated that his development would require less parking spaces, and <br />would generate less traffic than an office or retail development would. <br />Keis pointed out that most of the City's auto repair businesses are located <br />in Ryan Industrial Park. Again Keis indicated that the use was more <br />appropriate closer to Highway 36 and Rice Street. <br />Linn indicated that he has looked at the Schroeder property. However, the <br />traffic volumes in this area of Rice Street are less than they are closer to <br />County Road C. <br />Barraclough pointed out the potential development of multi - family <br />housing on the vacant property to the south near the Flameburger <br />Restaurant. Barraclough did not feel auto - related businesses would be a <br />good mix with residential development. Barraclough stated that he liked <br />the concept presented by Linn, but did not feel this was the right location. <br />Carson indicated that the City has been trying to get this property <br />redeveloped for a number of years, and has had no proposals. Carson <br />stated that he saw nothing wrong with the concept as long as the building <br />was pulled closer to Rice Street and the parking was located at the back. <br />Linn pointed out that he brought along with him this evening two <br />developers who would construct the project for him. These developers <br />have indicated that this location is not a good one for retail or office. The <br />only way to make it a good location would be to buy the entire corner and <br />redevelop it. Linn also pointed out the vacant building on the site, and felt <br />that the status of the property would not improve unless there was a way to <br />develop the site while retaining the car wash. Linn indicated that he was <br />willing to work with the City with regard to meeting its architectural <br />standards, etc. to get the site developed. <br />Keis indicated that he appreciated Linn's comments, but pointed out that <br />the City does not want auto - related businesses in this area. <br />One of the developers with Mr. Linn indicated that an office or retail <br />development will not occur unless the entire corner is gutted and <br />redeveloped. That includes Gas -N -Go and the office building along <br />Page 25 <br />
