MINUTES <br />PLANNING COMMISSION <br />JANUARY 14, 1999 <br />ZONING <br />AMENDMENT <br />RELATIVE <br />TO SETBACKS <br />County Road C. The developer indicated that the numbers are not there to <br />support a retail development. <br />Keis pointed out that the Comp Plan sets a goal for the long -term, and <br />auto - related is not a part of that goal for this area. <br />Barraclough pointed out the planning that the City has put into the Rice <br />Street area including the redevelopment guide, architectural standards, etc. <br />Barraclough agreed that the concept presented by Linn was attractive, but <br />not on this particular piece of property. <br />Carson pointed out that the property is an eyesore as it currently sits, and <br />felt that as long as the design of the building was good and meets the <br />City's architectural guidelines, what difference does it make what is in the <br />building. <br />Montour disagreed. He pointed out that the City has spent a lot of money <br />in developing the Comp Plan. At that time a look was taken at the entire <br />City and it was decided that this was not the area for auto - related <br />businesses. Montour felt this would amount to spot zoning. <br />Carson pointed out that the gas stations in the area are not going away, and <br />no one has expressed any interest in this property. Carson felt that the <br />City should work with a developer who is willing to put up a decent <br />building. <br />The Planning Commission indicated to Mr. Linn that he was free to <br />approach the City Council with this concept and that the comments of the <br />Commission would be forwarded on to the Council. <br />The Commission reviewed the proposed Zoning Code amendment relating <br />to the definition of setbacks, which supports the Building Official's <br />previous recommendation that setbacks should be measured from the most <br />outwardly portion of a building. <br />Mr. Montour recommended approval of the ordinance amending Section <br />902.010.143 of the Little Canada City Code, known as the Zoning <br />Ordinance, by providing for an amendment to the definition of setbacks. <br />Motion seconded by Carson. <br />Motion carried 6 — 0. <br />Page 26 <br />
