Public Notice must be given of all meetings of a public body. The notice <br />requirements differ depending upon the type of meeting. (Minn. Stat. § 471.705, <br />subd. 1c) <br />2. A statutory city with a population of 1,000 or more must publish the council's official <br />proceedings or a summary in its official newspapers after every regular and special <br />meeting. However, a less expensive alternative is also available. Instead of <br />publishing the minutes, the city may mail a copy at city expense, to any resident <br />upon request. (Minn. Stat. § 412.191, subd. 3) <br />3. Attached are two tables. The publication of council meetings agenda and minutes <br />survey and the Roseville Review rate schedule over the past three years. <br />4. There is a survey attached that was conducted by the Association of Metropolitan <br />Municipalities in 1997 related to copy costs of mailed minutes. <br />5.
