MINUTES
CITY COUNCIL
DECEMBER 17, 1998
upgrade to concrete curb and gutter given that these streets will become
City streets.
The City Engineer pointed out that the County is planning to recycle these
streets and this is the City's opportunity to upgrade to concrete curb and
gutter. The problem is that grades are not being changed significantly and,
as a result, it will not be possible to get concrete curb and gutter along all
sections of these roadways. However, it will be possible to get it on the
majority of the road which will bring these streets up to the urban
standards that the City has been putting in. The Engineer pointed out that
concrete curb and gutter will protect the edge of the roadway, which will
provide a longer life for the road. The Engineer reported that it will be
possible to get concrete curb and gutter on the majority of McMenemy
Road and on about 50% of LaBore Road.
Morelan asked if it would be feasible to reconstruct those areas where
concrete curb and gutter could not be installed now given the existing
grades.
The City Engineer reported that he did not believe that would be feasible
given the results of the County's borings.
Frank Kath reported that after discussing the improvement, the property
owners on McMenemy Road are opposed to concrete curb and gutter.
They prefer the wider appearance the street would have without it. Kath
also pointed out that run -off from the road now flows into yards, which
saves property owners money that would otherwise have to be spent for
watering.
Fahey noted that the City's policy needs to be consistent. The City has
taken the position that concrete curb and gutter protects the road and
provides for a longer life. Fahey stated that he understands the property
owners' opposition to the curb and gutter, but pointed out that they will
not bear the full cost of the improvement.
Kath asked if any City streets had been rebuilt without concrete curb and
gutter.
The City Administrator replied that the roads in the Gilanderi area were
rebuilt without curb and gutter. However, these road were substandard
and given the need to work within the confines of the existing
neighborhood, it has not feasible to reconstruct the roads to City standards.
Morelan pointed out that the cost of road reconstruction is substantial not
only to property owners, but to the City and taxpayers as well.
