NFAC <br />MEMORANDUM <br />NORTHWEST ASSOCIATED CONSULTANTS <br />COMMUNITY PLANNING - DESIGN - MARKET RESEARCH <br />RECEIVEQ <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: January 11, 1999 <br />RE: Little Canada - Pitrina Park III Plat <br />FILE NO: 758.09 - 99.01 <br />rJ 1 2 1999 <br />Developers Frank Frattalone and Gordie Howe of Masterpiece Homes have submitted <br />plans for the final phase of Pitrina Park Terrace, a townhome / twin home development <br />between Pioneer Park and the Slumberland industrial property. The project consists of 29 <br />units - 14 twin home buildings and one detached unit. Each building faces the existing <br />Allan Avenue and sits on a small development parcel surrounded by common space. <br />The individual buildings vary between 35 feet and 40 feet from Allan Avenue, and the rear <br />lot area contains a series of ponds and created wetlands. Most of the units (1 -22) are <br />separated from the wet areas by a rear yard space of 40 to 60 feet. However, units 23 - <br />29 are much closer, particularly in light of the elevation difference between the building <br />wall and the pond elevation. The developer submitted a plan illustrating spot elevations, <br />but did not submit a complete grading plan with the application. The City Engineer may <br />have additional comment on the grading issue. <br />One point raised by the rear yard ponding is the landscaping requirements for this project. <br />At the time of the original approval, there was a concern as to the landscaping and <br />screening of the residential property from the industrial uses north of the this site. The <br />developers had indicated an intent to provide a relatively intense landscaped screen to <br />help minimize potential conflicts between the two uses. Some evergreen trees have been <br />planted along the north property line. A plan should identify the location and adequacy of <br />the current plantings. <br />5775 WAYZATA BOULEVARD.
