Notes of Neighborhood Meeting #2 <br />County Road B2 <br />January 12, 1999 <br />Those present included Brad Lindeman, Barr Engineering & Ramsey- Washington Metro <br />Watershed District; Terry Noonan, Ramsey County Public Works; Terry Maurer, City Engineer; <br />Greg Schroeder, Public Works Director; and Joel Hanson, City Administrator. A sign -up list is <br />attached indicating residents present. <br />The City Administrator welcomed those present to the follow -up neighborhood meeting for <br />proposed improvements to County Road B2. He stated this meeting was requested by property <br />owners at our last meeting held on September I, 1998. Tonight, we will be reporting on <br />questioned raised at that meeting as well as answering any new questions that may exist. He <br />referred those present to the notice of this meeting dated December 30, 1998 and stated it would <br />serve as the basis for tonight's agenda. <br />The first item discussed was the construction of a right turn lane for north bound Edgerton onto <br />County Road B2. Terry Noonan, of Ramsey County Public Works, indicated the County has <br />reviewed this matter and will be installing the right turn lane in conjunction with catch basin <br />work to be done this summer. A question was raised whether the new catch basins will handle <br />more water. Terry Noonan stated that more water will be able to enter the catch basin due to its <br />better design. This will help prevent water from flowing on County Road B2 thereby <br />minimizing the downstream impact. The water captured in the new catch basin on Edgerton will <br />tie into an existing storm sewer that flows into Lake Gervais near the Gervais Beach area. <br />The next topic discussed was the status of street lighting along County Road B2. The City <br />Administrator reviewed a map of the area showing existing street light placement as well as <br />existing NSP power poles. (A copy of the map is attached to this report.) The City <br />Administrator stated that this lighting does not meet the current city street lighting policy, but <br />cautioned those present we are revising that policy given the amount of lighting that would be <br />required throughout the entire City to meet its objectives. The City Administrator stated that we <br />have done research into other communities' street lighting policies and we are proposing a <br />revised policy to the Council that more closely mirrors the standards existing in other <br />communities. Following the proposed policy guidelines, there are enough street lights along this <br />section of roadway, but two of the lights should be moved to other poles to more evenly space <br />the lighting pattern. Specifically, the light on the east side of 695 County Road B2 should be <br />moved to the west side of that property (a distance of approximately 161 feet) and the light on <br />the east side of 633 County Road B2 should be moved to the west side of that property (a <br />distance of approximately 60 feet). The City Administrator asked those present to offer their <br />comments on this concept. If supported, we could request NSP to make these changes. There <br />would be no cost to the City or the residents for this action. No negative comments were <br />received regarding this proposal. <br />Page 1 <br />
