Simcha Plisner stated that the pole in front of 681 County Road B2 is leaning and will need to be
addressed with the street work. The City Engineer stated he will note that for review during
construction.
Brad Lindeman of Barr Engineering and the Ramsey - Washington Metro Watershed District
reviewed the drainage improvement discussed at our last meeting. The key components of these
improvements are as follows:
♦ Installation of a catch basin on Edgerton Street by the intersection of County Road B2.
♦ Creation of the Gervais Beach sedimentation pond. This pond will be located south of
the new playground area.
♦ Revisions to the crown of County Road B2 to ensure that water stays on each respective
side of the road rather than all flowing to one side of the roadway. He indicated that the
crowning will help the existing storm sewer on the north side of County Road B2 work
better in that it will not be inundated with water. He also indicated that catch basins on
the north side of County Road B2 will be improved as part of this project.
♦ The storm sewer pipe will be extended past 681 County Road B2 and the driveway at 695
County Road B2. A catch basin will be installed at the low point where the extended
pipe meets the street. Water will then be directed past the driveway at 695 and
discharged into the ditch along the east side of that property that flows to the pond and
ultimately to Lake Gervais.
♦ The three corrugated culverts crossing County Road B2 in the vicinity of 681 will be
eliminated. A new crossing will be installed in line with the current ditch on the east side
of 695 County Road B2.
♦ The ditch on the east side of 695 County Road B2 will be dredged from B2 all the way to
Lake Gervais. The ditch on the east side of 711 B2 will also be re- established between
B2 and the pond.
A question was raised regarding the creation of a pond on the south side of B2 in the vicinity of
"Lake George." Brad Lindeman stated that a pond will not be created in this area as it would
provide minimal benefit. He stated the water will move through the culverts under B2 rather
slowly. Sediment will be deposited on the north side of B2 and will need to be removed in the
vicinity of 695 and 711 County Road B2. Filling will occur on the south side of B2 around the
lowest area whereby ground levels are raised by approximately one foot. This will eliminate
most of "Lake George" except in very heavy storm events.
Another question was raised regarding the impact that the proposed Viking Drive development
(Gilanderi Addition) will have on this project. The City Engineer stated that the grading plan
submitted indicates some water will be moving to the south towards Highway 36. He stated that
there will be less total volume of water heading towards County Road B2 after the development
than currently exists. This is going to be achieved by a re- grading of that area if the project
proceeds.
Page 2
