MINUTES <br />CITY COUNCIL <br />SEPTEMBER 24, 1997 <br />Fahey suggested that Frattalone be allowed to start grading the property <br />since it will make the site more apparent that it is available. <br />Pedersen asked if there was a minimum amount of grading which could be <br />done. Frattalone replied that because of the way the site is, the middle <br />must be taken out. Frattalone acknowledged that there would be more <br />green area on the site if a smaller building is developed. Frattalone <br />reported that there are a lot of mature oaks on the site, but most of these <br />trees are old and split and not good. To develop a building of any size, the <br />hill will have to be removed. Frattalone reported that he was open to a <br />PUD zoning for the site. <br />Scalze suggested that the City Administrator put together some ideas for <br />how the City could assist in marketing the site. Perhaps Ehlers & <br />Associates could provide some ideas as well. <br />Frattalone felt the site should not be marketed until grading is underway. <br />It was pointed out that Frattalone has a purchase agreement on the site that <br />is subject to rezoning and grading approval. Frattalone indicated that if <br />the City approved a grading permit, he would feel comfortable in moving <br />forward with the purchase of the site. Whether the site is zoned <br />I -P or PUD would not hold up the sale from Frattalone's perspective. <br />Morelan stated that he had a problem approving a grading permit since he <br />felt that would establish the footprint of the building. <br />Scalze pointed out that there is a lot of good dirt on the property and that <br />dirt was a saleable commodity. Frattalone agreed and pointed out that <br />selling the dirt is what makes the grading work affordable. <br />Pedersen asked if Frattalone purchases the property if he had plans to <br />market it. Frattalone replied that he has a listing agent for the property. <br />Morelan again stated that he had a problem approving a grading permit per <br />this plan, but would support a revised grading plan that does not take the <br />middle of the property out. <br />Fahey asked if an interim grading plan could be developed. <br />Scalze questioned that grading the site will take Frattalone a year. <br />Frattalone pointed out that he will want to sell the material, which will <br />take some time. Frattalone also indicated that no matter what is developed <br />on the site, the grading of the site will not change much. <br />Page 9 <br />
