MINUTES
CITY COUNCIL
SEPTEMBER 24, 1997
Ayes (5) Morelan, LaValle, Pedersen, Scalze, Fahey.
Nays (0). Resolution declared adopted.
Scalze questioned why the Planning Commission did not act on the
concept site plan presented by Mr. Frattalone, but limited their discussion
to the rezoning. The City Planner suggested that the Planning
Commission felt site plan review would come back to the Commission at a
later date.
Fahey suggested there was little need for an additional Planner's report on
the rezoning of this site from B -3 to PUD given the report that was just
prepared. The City Planner suggested that his report be limited to
suggested changes in the wording of the Comp Plan to reflect the rezoning
action.
ARC$ITEC- Mr. Doug Kennedy, Franchise Associates, appeared before the Council
TURAL requesting architectural approval of the redevelopment of the former
REVIEW — Hardee's building located at 2300 Rice Street into an Arby's Restaurant.
ARBY'S Kennedy reported that the discussion at the Planning Commission meeting
centered on the type of awnings that were being proposed for the building.
Scott Mauer, architect for the project, reported that they had proposed
back -lit awnings, which it now appears are not allowed under the City's
architectural review guidelines. Mauer reported that the reasoning for the
back -lit awnings is to make the building stand out. Mauer reported that
the plan has been revised to show seamless awnings, with neon lights
above and below the banding.
Morelan asked if neon was allowed under the architectural guidelines.
Morelan stated that he was aware that the architectural guidelines
prohibited back -lit signs, but not back -lit awnings. Morelan stated that
when the guidelines were adopted, the City did not have a clear picture on
the types of architectural treatments that would be proposed. Therefore,
the guidelines were made to be restrictive. Moreian stated that he saw
nothing wrong with neon.
Kennedy pointed out the Planning Commission's recommendation that
differed somewhat from the City Planner's recommendation. Kennedy
asked that the Council adopt the recommendations of the Planning
Commission.
Page 11
