MINUTES <br />CITY COUNCIL <br />JANUARY 12, 1994 <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 94 -1 -16 - AMENDING THE FRATTALONE <br />RECYCLING AGREEMENT TO ALLOW THE STOCKPILING OF BLACK <br />DIRT ON THE SITE CONSISTENT WITH THE SITE PLAN NOTING <br />THAT THE OMISSION OF THIS MATTER WAS AN OVERSIGHT ON <br />THE PART OF THE CITY WHEN THE AGREEMENT WAS ORIGINALLY <br />DRAFTED <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Hanson, Pedersen, Morelan. <br />Nays (0). Resolution declared adopted. <br />Scalze asked about the stockpiles at Groundskeeper. <br />The City Administrator reported that Groundskeeper has <br />been replenishing their stockpiles, and this is allowed <br />under their CUP as long as the stockpiles are in the <br />location shown on the site plan. If the stockpiles <br />have been relocated, the CUP would have to be amended. <br />Frattalone suggested that the dirt coming from the <br />Gervais Mill site was good material, and the City <br />should obtain some of it. <br />BOW & The City Administrator reported that Jon Parker of the <br />ARROW DNR has done some checking on the experience of the <br />PERMITS bow hunters whose permit applications have been <br />referred to him. Parker indicated that of the three <br />submitted, Dave Cossack appears to be experienced, <br />while the other two do not have a lot of experience <br />with bows and arrows. Parker is suggesting that some <br />type of archery test be conducted to determine shooting <br />proficiency. Parker also indicated that a permit could <br />be issued within a week and landowners would be allowed <br />to bait the area. However, Mr. Frattalone has <br />indicated that the deer have vacated the area. <br />The Administrator stated that the issue is if there are <br />no deer to in the area, should permit issuance wait <br />until the deer return. <br />The Administrator also pointed out the information that <br />has been submitted by the MN Bow Hunters Association as <br />well as from Friends of Animals in Their Environment. <br />The Administrator asked if the Council wanted to have <br />the DNR proceed with the archery test and then issue <br />permits so that the process is completed when the deer <br />return. It was also pointed out that Parker has <br />recommended that only one shooter be in the area at a <br />time. <br />Page 88 <br />
