Hanson <br />At our meeting of May 25, 1999, we will be holding a public hearing to adopt the guidelines for <br />our sump pump inspection program. The guidelines and accompanying revisions to our sanitary <br />sewer ordinance were reviewed and approved in 1998. Due to the statutory requirements, we <br />need to hold a public hearing and re -adopt this information. I am recommending we do so at this <br />time. <br />It should be noted that our sanitary sewer ordinance chapter 205.110 provides for entry upon <br />private property to inspect, observe, measure, sample and test in connection with the operation <br />of our municipal sanitary sewer system. However, some property owners have been unwilling to <br />grant us access for the sump pump inspection. Therefore, we will need to pursue an <br />administrative warrant to gain entry to these properties. This would be an additional <br />recommendation to the program guidelines previously discussed by the City Council. (The City <br />Attorney can comment on the issues generated by this facet of the program.) <br />Greg Schroeder, our public works director, is also in the process of finding a replacement for our <br />sump pump inspector. We are seeking proposals from outside firms in order to gain quick <br />completion of the program. Depending on the outcome of those proposals, we may also seek to <br />internally staff a replacement for the sump pump inspector.
