owarc Green CoTpany <br />CONSULTING ENGINEERS <br />May 13, 1999 <br />File: 807250j -0240 <br />Honorable Chairman and Planning Commission Members <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117 -1633 <br />RE: CONCEPT REVIEW FOR TOWNOFFICES ON RICE STREET <br />Dear Planning Commission Members: <br />We have briefly reviewed the concept plan for the townoffices proposed along Rice Street just <br />south of Interstate 694. The proposal is for six 3 -unit buildings, for a total of 18 units on the site. <br />Each of the buildings is approximately 4,000 square feet. <br />Currently the site shows three access points onto Rice Street. The most southerly of these <br />points is labeled "Access Trash Removal ". The center one is the widest and labeled for entering <br />and exiting the site. The most northerly one is labeled "Fire Exit Only" and indicates some type <br />of bollard in the driveway to preclude vehicle traffic. Obviously the amount of traffic generated, <br />and the ingress and egress to the site, will be a major concern <br />Another issue with this site would be a utility service. There is watermain along Rice Street <br />which should have adequate capacity for domestic consumption and fire flow. However, there <br />is no sanitary sewer in the area. It is my understanding that the closest sanitary sewer would <br />come from the area of the Burlington Northern Railroad Line to the south. Timing of this will be <br />an issue. The development of the parcels through which the sewer must come needs to <br />happen first. Sanitary sewer is also available north of this site, and could possibly be brought in <br />from that direction. Storm drainage may also be an issue. There is a fairly large retention pond <br />shown, prior to discharging to the lake. We assume this will be adequate to address storm <br />drainage issues. <br />The final concern we have with this site is the topography. Currently, the site appears to fall off <br />rather quickly from Rice Street. It is unclear how they propose the site be graded, but that will <br />obviously need to be reviewed carefully for a number of issues. <br />If you have questions regarding any of these issues please call. <br />Sincerely, <br />Howard R.
