NIINUTES <br />PALMEN <br />OVERLOOK <br />PLAT <br />MINUTES OF THE REGULAR MEETING <br />PARKS & RECREATION COMMISSION <br />LITTLE CANADA, MINNESOTA <br />MAY 6, 1999 <br />Pursuant to due call and notice thereof a regular meeting of the Parks & Recreation <br />Commission of the City of Little Canada, Minnesota was held on the 6th day of May, 1999 in <br />the Council Chambers of the City Center located at 515 Little Canada Road East in said City. <br />Chair Muriel Bianchi called the meeting to order at 7:30 p.m. and the following members of <br />the Commission were present: <br />MEMBERS PRESENT: Ms. Muriel Bianchi, Chair <br />Mr. Matthew Anderson <br />Mr. David Gray <br />Ms. Ginger Sackett Glaser <br />Mr. Robert Schabacker <br />Ms. Kathleen Smith <br />MEMBERS ABSENT: Ms. Karen Johnson <br />ALSO PRESENT: Mr. Jim Morelan, Parks & Recreation Director <br />Ms. Kris Pechman, Recording Secretary <br />Anderson moved that the minutes of the April 1,1999 meeting be approved as submitted <br />Motion seconded by Schabacker. <br />Motion carried 6 - 0. <br />The Director indicated that Park Consultant Bill Sanders spoke with the DNR on the <br />possibility of creating a bog walls through the wetland on the Palmen property. The DNR has <br />some regulations that must be followed, but the project is feasible. <br />George Letendra, representing the Palmens, re- emphasized the fact that the developers do not <br />want to give up any solid land to the City for the park charge. They are okay with <br />establishment of an easement out to the wetland for future installation of a bog walk <br />connection by the homeowners. However, he felt they may not be interested in connecting to <br />the bog walk. The developers want the area to be exclusive with a private road leading into <br />the development. <br />Bianchi asked how much money the City would receive if they elected to take money as the <br />park charge. The Director estimated about $11,000 to $12,000. <br />Smith suggested having the developers donate wetland to the City as well as help fund the <br />bog walk. Letendra stated that the developers would not be interested in participating in the <br />construction of a bog walk Smith clarified that she meant the developers could make a <br />Page 22 <br />
