Fahey <br />COUNCIL <br />Beverly Scalze <br />Jim LaValle <br />Steve Morelan <br />Bob Pedersen <br />ADMINISTRATOR <br />Joel R Hanson <br />I was requested to review, research, and comment on the Palmen's Overlook Subdivision plan. <br />The following are my findings and conclusions: <br />1. A search of City files has revealed that the subject development was considered in <br />1996. A copy of the Planning Commission and City Council minutes and related <br />planner and engineering memos are attached. <br />2. The concept plan submitted at that time is the same plan submitted now. It is not <br />clear if they are proposing a private drive (as in the past) that will eventually be <br />turned into a public street or if they are proposing a public street. Also, it is not clear <br />if they are proposing a well and private sanitary sewer force main or City sewer and <br />water to be installed. <br />3. I feel the issues and concerns expressed by the Planner and City Engineer back in <br />1996 are still valid today. <br />4. Due to the location of this proposed development to the adjoining wetland, the <br />development should be reviewed and, if needed, approved by the Ramsey - <br />Washington Metro Watershed District. <br />5. If this development is considered further, I strongly recommend that all utilities be <br />located within the street right -of -ways to enable City crews to perform proper <br />maintenance. I would also like to see the water main (if proposed) tie into both <br />McMenemy and Viking Drive. This loop would resolve the "stagnant" water issue. <br />Once a more detailed plan is developed for the subdivision, I would be happy to review it and <br />provide additional comments. <br />GS:kp <br />Enclosures <br />Page 27 <br />
