Northwest Associated Consultants, Inc. <br />C O M M U N I T Y P L A N N I N G • D E S I G N • M A R K E T R E S E A R C H <br />MEMORANDUM <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: June 10, 1996 <br />RE: Little Canada - Palmen Subdivision <br />FILE NO: 758,09 - 96.15 <br />BACKGROUND <br />Ronald and Patricia Palmen have applied for a subdivision to permit the creation of a <br />building site out of their larger property along McMenemy Street. The applicants have <br />indicated an intent to sell this lot to a relative. The property lies between the Williams <br />Pipeline easement and a large wetland area, just north of Viking Drive. The property <br />would be served by a long driveway easement over a future street which would access <br />additional single family lots. In addition, the lot would be served by a force main sewer to <br />McMenemy and a private well for water. <br />ANALYSIS <br />There is no other development planned for this area in the immediate future, although the <br />owners may request one additional building site for their private residence. At one time, <br />staff had discussed the full development of this area with a public street, sanitary sewer <br />and public water, however these plans have apparently been set aside. Instead, a private <br />driveway has been proposed which would serve one or two residences. This proposal <br />raises a policy issue as to the City's approach to private street development. Most of <br />these requests have been denied (see the Stewart proposal on Rose Lane), although the <br />City did approve of the construction of a home on a platted lot prior to the construction of <br />the full public street, allowing the owner to use the right -of -way as a driveway pending <br />future street construction (see the Keenan proposal on Lake Street, south of LaBore). <br />5775 Wayzata Blvd. • Suite 555 • St. Lt Page 30 <br />i • (612) 595- 9636•Fax. 595 -9837 <br />
