Minutes
Parks & Recreation
June 6, 1996
FOURRE
PROPERTY
DIVISION 2602
PARK STREET
DESCRIPTIVE
PLANTING
SIGNAGE ALONG
TRAILS
street, the house is 35 feet deep, and the slope is too
great to go farther back toward the wetland.
Johnson asked if a park charge would be appropriate.
Sanders stated with a simple lot split such as this, the
park charge is appropriate. Sanders again expressed his
concern that the wetland not be damaged, and added that it
sounds as though the Voosen home can be built without any
disturbance to the area.
Johnson remarked there is an access to the wetland on the
north side on Sextant, in case future development of a
boardwalk warrants a needed access route.
Holm made a motion that the Parks and Recreation Commission
grant the lot split and accept a park charge in lieu of land
for the Palmen property.
Ables seconded the motion.
Motion carried 6 - 0.
Sanders stated that the property in question is almost right
across the street from the tax forfeited property that was
discussed last week.
Morelan stated that the owner has added another 50 feet to
his property, and basically, this was just a matter of
changing the lot lines to create two lots. Morelan stated
the intent may be to sell or build next to his lot.
Johnson questioned whether the park charge is charged now.
Morelan replied that if a home is built in the future, the
park charge would be added to the building permit at that
time. Sanders remarked it looked like a reasonable lot
split, and there was no reason to take any land for a park.
Rajanen made a motion to grant the lot split and accept a
park charge in lieu of land for the Fourre property.
Holm seconded the motion.
Motion carried 6 - 0.
Johnson remarked that Edith Montgomery from the Community
Pride Committee suggested that the City provide signage
along the path in Spooner Park to indicate the existence
of wild flowers.
Sanders remarked there are some wild flowers, but not a
great quantity. He stated there was potential for more,
especially along the creek and in Gervais Mill Park. He
Page 29
