MINUTES <br />PLANNING COMMISSION <br />MAY 13, 1999 <br />REZONING & <br />CUP FOR <br />CITGO <br />STATION <br />situations where there is no other way to develop the property, the City has <br />granted variances for cul -de -sacs longer than the maximum. <br />Knudsen pointed out that the property owners on the beginning of a cul- <br />de -sac have more traffic to contend with the longer the cul -de -sac is. The <br />Planner indicated that traffic is another benchmark for determining cul -de- <br />sac length. Standards are that in a reasonable residential development <br />there should be no more than 250 trips per day on the street. The rule of <br />thumb is that there are 10 trips per day per single - family house. <br />Therefore, a cul -de -sac street should have no more than 25 homes on it. <br />This development is proposing a maximum of 18 houses, and likely it will <br />be 16 or 17. <br />The Planner indicated that looping the water main will resolve a lot of <br />concerns with the cul -de -sac length. <br />Keis indicated that he did not have a problem with the private street <br />concept. <br />Mr. Carson recommended approval of the concept for the Palmen <br />Overlook Addition with a private drive and cul -de -sac length as proposed, <br />subject to the street being constructed to the City's standards, and subject <br />to appropriate access by emergency vehicles. <br />Seconded by Mr. Keis. <br />Motion carried 6 — 1. Mr. Duray voted against. <br />Mr. Jim Brandi, Citgo Station at 300 Little Canada Road, appeared before <br />the Commission requesting the rezoning of the property from B -3 to B -2 <br />which is reflective of the current use of the property. Brandl also <br />requested approval of a Conditional Use Permit for the operation of a car <br />wash on the property. <br />Keis pointed out the issue of traffic as well as headlights shining into the <br />adjacent residential property. <br />The City Planner reported that the City would want to require screening <br />for purposes of controlling noise as well as headlights shining onto <br />residential property. The City will also need to ensure that cars in line to <br />use the car wash are not interfering with the drive lanes through the site. <br />Montour stated that he would rather see the cars enter the car wash from <br />the east side of the building than the west. <br />Page 48 <br />
