MINUTES <br />PLANNING COMMISSION <br />MAY 13, 1999 <br />Carson asked where the gas station would store the vehicles it is servicing <br />and also asked what type of screening would be used to screen the <br />residential property on the east. <br />Brandl explained the parking situation and also suggested that he screen <br />the eastern property line with evergreens. The fuel supplier for the Citgo <br />Station was present and he indicated that they can schedule all fuel <br />deliveries at night to avoid traffic congestion. The supplied also indicated <br />that a left turn into a car wash is more efficient than making a right turn, <br />therefore, having cars enter the car wash from the left side of the building <br />is preferable. <br />Keis asked if the Commission was in favor of the car wash proposal, <br />pointing out that if it was not, there may be no benefit to rezoning the <br />property. <br />Duray pointed out that currently the Citgo Station has access completely <br />around the entire building. Once the car wash is constructed, there will be <br />no access to the backside of the building. Duray asked if this were a <br />problem for the Fire Department. <br />The City Planner did not feel it should be and pointed out that the Fire <br />Marshal should look at that issue and comments. The Planner noted that <br />the property is currently zoned B -3. The Code was amended a few years <br />ago eliminating gas stations and car washes from rolling over as <br />Conditional Uses from the B -2 District. Therefore, the current gas station <br />use is non - conforming and a car wash is not permitted in B -3. The <br />Planner also indicated that the Comp Plan discourages the addition of gas <br />station/convenience stores in the City. Therefore, if the Commission feels <br />that there are better long -term uses for this site, the property should not be <br />rezoned to B -2. However, if the Commission feels the existing gas station <br />is a reasonable use of the property, than a rezoning would be in order. The <br />Planner noted that the Comp Plan indicates a mixed -use plan for this <br />particular area of the City. Therefore, there is support in the Comp Plan <br />for a rezoning to B -2 given the use is compatible with the other uses on <br />the corner. The question is whether the Commission feels there is a land <br />use for this site that it feels is more appropriate. <br />Duray pointed out that this is a busy intersection and was concerned about <br />more traffic at the intersection. Duray felt additional cars onto the site will <br />have difficulty maneuvering the intersection. <br />Brandt felt this intersection was easier to maneuver than the one across the <br />freeway. <br />Page 49 <br />
