MINUTES <br />PLANNING COMMISSION <br />MAY 13, 1999 <br />The City Planner pointed out that there are two accesses to the Citgo <br />property, and suggested it would be better to have car wash traffic exiting <br />the property from the eastern -most access point that is furthest from the <br />intersection. Brandl agreed. <br />Carson recommended approval of the rezoning of the Citgo property at <br />300 Little Canada Road from B -3 to B -2 subject to the recommendations <br />of the City Planner as outlined in his report dated May 1 I, 1999. <br />Motion seconded by Knudsen. <br />Motion carried 6 — 1. Duray voted against. <br />The City Planner recommended that Brandl be required to submit a <br />landscaping plan for the site showing significant screening of the property <br />on the east. <br />Duray asked the hours of operation for the car wash. Brandl reported that <br />they are currently open 24 hours per day but anticipate closing at 11 P.M. <br />It was noted that typically people do not have their cars washed after 10 <br />P.M. <br />Montour asked if consideration should be given to a right -turn out only <br />from the Citgo Station. Brandl reported that there has not been a problem <br />with vehicles existing the Citgo property to go west. <br />The City Planner also recommended that there be verification that the 50- <br />foot setback from the lake is being met as is required in the Shoreland <br />Ordinance. The Planner suggested that the Building Official may require <br />a survey to verify this setback. The Planner also pointed out that the site is <br />maxed out in terms of signage. Therefore to advertise the car wash, Citgo <br />will have to replace one of the existing signs. <br />Mr. Carson recommended approval of the Conditional Use Permit for a <br />car wash as requested by Mr. Brandl for the Citgo Station at 300 Little <br />Canada Road, subject to submission and approval of a detailed landscape <br />and screening plan for the property, and subject to compliance with the <br />recommendations of the City Planner. <br />Motion seconded by Knudsen. <br />Motion carried 6 — 1.
