NXC <br />MEMORANDUM <br />NORTHWEST ASSOCIATED CONSULTANTS <br />COMMUNITY PLANNING - DESIGN - MARKET RESEARCH <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: May 10, 1999 <br />RE: Little Canada - Frattalone Rezoning and Interim Use Permit <br />FILE NO: 758.09 - 99.12 <br />Frank Frattalone is requesting approval of a rezoning of his property from PUD to 1 -2, the <br />newly created zoning district recently adopted by the City. The 1 -2 District has a number <br />of components of both the I -1 and the I -P Industrial Districts, but specifically includes <br />Stockpiling and Recycling of Aggregate Materials as an Interim Use. As a part of his <br />application, Mr. Frattalone is also requesting approval of an Interim Use Permit to continue <br />his recycling operation until a future date. <br />The 1 -2 District section establishing interim uses includes the following conditions: <br />a. The use is found to be consistent with the existing land uses in the <br />area and with the underlying land use plan for the district in which <br />it is located. <br />b. The use is screened with earth berms and landscaping from the <br />adjacent streets to a minimum height of ten feet. <br />c. The operation of the facility includes measures which keep vehicles <br />from spreading mud, dirt, dust, or debris off of the site onto <br />adjacent public roadways. <br />d. The operation of the facility includes measures for controlling the <br />creation of dust and other particulate matter through watering of <br />the materials, or other methods. <br />e. Other conditions or requirements as specified by the City Council <br />deemed necessary to keep the site from becoming a nuisance to the <br />5775 WAYZATA BOULEVARD. SUITE 555 ST.
