MINUTES <br />PLANNING COMMISSION <br />MAY 13, 1999 <br />Frattalone pointed out that he has a berm around the property to provide <br />screening of this storage. He also noted that much of the equipment on the <br />site is track equipment, therefore, it cannot be parked on a paved surface. <br />Frattalone asked if the exterior storage area could be paved with asphalt <br />millings. <br />The Zoning Administrator reported that the Code allows paving of exterior <br />storage materials as approved by the City Council. The Council has <br />indicated at a recent workshop meeting that they would accept Class V <br />materials as an appropriate paving material for exterior storage areas. <br />Frattalone reported that the curbing around his customer and employee <br />parking area is asphalt. The Zoning Administrator reported that the <br />Council has indicated that curbing must consist of concrete curb stops or a <br />continuous concrete curb. <br />Frattalone indicated that he would like an exemption from this <br />requirement and would prefer to have the asphalt curbing in place. The <br />City Planner suggested that Mr. Frattalone raise this issue with the City <br />Council. <br />The City Planner reported that the Fra -Dor property will meet the <br />requirements of the I -2 District subject to the issues raised by the Zoning <br />Administrator being resolved. <br />Mr. Barraclough recommended approval of the rezoning of 3137 Country <br />Drive from PHD to I -2 District subject to resolution of the issues raised by <br />the Zoning Administrator. <br />Motion seconded by Duray. <br />Motion carried 7 — 0. <br />Frattalone pointed out the comment in the Zoning Administrator's memo <br />that his earth berms cannot exceed four feet in height and must not exceed <br />a 1:1.5 slope. Frattalone indicated that there was no problem with the <br />slope, however, noted that his berms are higher than four feet. The City <br />Planner reported that the reason the Code caps the height of berms is so <br />that there is landscaping planted on top of them. <br />Carson suggested that the height of a berm should be determined by what <br />it is screening. Frattalone pointed out that this is the reason his berms are <br />Page 65 <br />
