NXC <br />MEMORANDUM <br />NORTHWEST ASSOCIATED CONSULTANTS <br />COMMUNITY PLANNING - DESIGN - MARKET RESEARCH <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: May 11, 1999 <br />RE: Little Canada - DaVern Rice Street Office Park PUD <br />FILE NO: 758.09 - 99.15 <br />DaVern Inc. is requesting a concept PUD review for a "town- office" project along Rice <br />Street, south of Country Drive. The project consists of six single -level office buildings, <br />each containing between 3,360 square feet and 4,032 square feet. There are a number <br />of shoreland regulations which will affect this property. A fifty foot setback applies from <br />the lake, the first 25 feet of which must be left in its natural state. By Conditional Use <br />Permit, a commercial development such as this one may exceed the 25% impervious <br />surface regulation, covering up to 75% of the site with an adequate stormwater control <br />plan. <br />To achieve these objectives, the applicant has set the buildings back the appropriate <br />distance (or more), and included a stormwater pond which would adhere to the 25 foot "no- <br />alteration" zone adjacent to the lake shore. Based on very preliminary calculations, the <br />proposal appears to cover approximately 50% of the site with building or parking /driveway <br />areas. <br />As a PUD, the City has anticipated that an office use would occupy this property. The <br />Comprehensive Plan also speaks of a high quality, high amenity development which is <br />aesthetically pleasing and architecturally significant. Architectural and site planning <br />details would be made a part of the Development Stage PUD submission, at which time <br />the City would have the opportunity to compare the project to its Comprehensive Plan and <br />Architectural Guidelines for the area. <br />5775 WAYZATA BOULEVARD.
