Perhaps of greatest concern on this site is the grading necessary to accomplish the <br />proposed project. The site slopes dramatically toward the lake from Rice Street. It would <br />appear that a significant amount of fill, and perhaps a number of retaining walls, will be <br />necessary to build this project on this site. Due to the amount of grading necessary, most <br />of the tree cover on the site will be eliminated. The applicant will have a tree replacement <br />requirement as part of the next stage of plan preparation which mandates that a replanting <br />of up to 40 caliper inches of tree planting is done per acre of trees removed. The site <br />appears to be around three acres in total area. <br />If this proposal does not turn out to be feasible due to the grading requirements, one <br />alternative which planning staff has considered would be two -level office buildings <br />constructed very close to Rice Street - with minimal front yard setbacks, and allowing the <br />parking and circulation to extend toward the lake, entering at a lower level. Planning <br />Commission and City Council comment on such an alternative would be valuable at this <br />time. <br />The purpose of a concept stage PUD application is to develop a list of issues which the <br />applicant will need to address with a subsequent submission. This list should include the <br />following: <br />a. Shoreland Protection <br />b. Architectural Review <br />c. Site Planning Amenities <br />d. Tree Replacement <br />e. Grading and Drainage <br />f.
