MINUTES <br />Parks & Recreation Commission <br />March 4, 1999 <br />Motion carried 7 -0. <br />Anderson recommended that the extension of the existing trail through the Twin Lake <br />Pines development be incorporated as part of the approved plan for the development. <br />Motion seconded by Johnson. <br />Motion carried 7 -0. <br />ST. PAUL Bianchi stated that an agreement has been signed by Mr. Dick Biagini to purchase the St. <br />WATER Paul Water Department's property south of Country Drive, just east of Rice Street. Biagini is <br />DEPT. proposing to construct two office buildings on the site. In order to provide parking for these <br />buildings, he has asked the City to release five feet of the 30 -foot trail easement we took as <br />part of the platting process. <br />The Director stated that the City acquired an easement a couple of years ago for 30 feet of the <br />property on the west side of the pond for construction of a trail to create a loop around the <br />pond. The 30 -foot easement was deemed necessary to provide for an appropriate setback <br />from the water. The City Administrator has been out to the site and has been discussing the <br />issue with the developer. In looking at the high water line, he felt there is no reason why the <br />City cannot put a trail in a 25 -foot right -of -way area. He felt that the high water mark is <br />down so low, it would not infringe on a trail placed in the area. In addition, the land is <br />designated wetland and an asphalt trail would not be permissable. <br />Smith suggested having the developer put in a woodchip trail since the City would be giving <br />up the five -foot easement. <br />Johnson stated that she was concerned about giving up the five -foot easement without seeing <br />the area. Smith agreed. Johnson felt that a better map showing the wetland and the proposed <br />development would be helpful. <br />The Commission decided to meet at the site at 7:00 p.m. before their next meeting. The item <br />would then be discussed at their meeting that night. Bianchi asked that the Director and Park <br />Consultant be present at the 7:00 p.m. meeting. <br />5 -YEAR The Director stated that there is no need to address this item tonight. The Park Consultant <br />PLAN had given the former Public Works Director information to start preparing a 5 -year Trail <br />Maintenance Plan. However, the item was dropped when the Public Works Director <br />resigned. Our present Public Works Director has not been able to find the information that <br />was given to the previous employee. The Park Consultant will be providing another copy to <br />the Public Works Director. Once a plan has been established, it will be presented to the <br />Commission for their review and comment. <br />NAME Discussion occurred at the workshop with the City Council regarding changing the name of <br />CHANGE the Parks and Recreation Commission to incorporate the arts. Johnson felt that "Parks and <br />Recreation" incorporates everything including arts. Sackett Glaser agreed. <br />Page 93 <br />
