MINUTES <br />PLANNING COMMISSION <br />MARCH 11, 1999 <br />PRELIMINARY <br />PLAT — <br />TWIN LAKE <br />PINES ADDITION <br />Conlin indicated that their submission packet is not as complete as it <br />should be and indicated that they would put together more information on <br />the issue of co- location. Therefore, Conlin indicated that she was <br />comfortable with the Commission's tabling action on this matter pending <br />this additional information. <br />Weisenberger reported that he will look at not only U.S. West's immediate <br />needs, but try to project future needs as well. Weisenberger informed the <br />Commission that as cell sites split and become smaller, the technology <br />will be to have antennas on telephone poles. This should help to mitigate <br />the fear that cities will be inundated with towers in the future. <br />Knudsen felt it was very difficult to look at one tower request at a time, <br />and it would be better if it were possible to look at a matrix of towers that <br />would provide coverage for the area. <br />Montour pointed out that the City has had a lot of discussion on the issue <br />of towers and has put together an ordinance encouraging co- locations in <br />order to minimize the impact of towers. Montour pointed out that Little <br />Canada's location with the junctions of 694/35E/36 is a prime location for <br />towers. <br />Montour recommended that action on the U.S. West request for <br />Conditional Use Permit for telecommunications tower, antenna, and <br />ground equipment at the Citgo Station at 300 Little Canada Road be tabled <br />pending additional information from U.S. West relative to co- location <br />possibilities. <br />Motion seconded by Barraclough. <br />Motion carried 7 — 0. <br />Len Pratt, Pratt Development Company, appeared before the Commission <br />requesting approval of the preliminary plat for Twin Lake Pines Addition. <br />Pratt reported that the plat consists of 14 single - family lots and noted that <br />he is proposing no public park as a part of this plat. <br />Keis noted that while Little Canada is not requiring land for a public park, <br />the City of Vadnais Heights may have different requirements. <br />Pratt noted that the property being platted lies both in the City of Little <br />Canada and the City of Vadnais Heights. The majority of the land is in <br />Little Canada. Lot 1 is entirely in Vadnais Heights, Lots 2 and 3 are in <br />Page 94 <br />
