MINUTES <br />PLANNING COMMISSION <br />MARCH 11, 1999 <br />both cities, Lot 4 is almost entirely in Little Canada, and the remaining 10 <br />lots are entirely in Little Canada. <br />Pratt reported that staff from both cities have met to discuss how to <br />proceed with this plat. Those discussions included the possibility of <br />annexing all the property to Little Canada as well as the development of a <br />Joint Powers Agreement between the two cities. It is likely that the Joint <br />Powers Agreement proposal will be the one to move forward. The <br />Agreement will address issues of water and sewer service, property taxes <br />for the lots lying in both cities, etc. <br />Pratt reported that one of the larger issues is the extension of water main to <br />this area. Pratt noted that when he developed the John Mitchell Preserve, <br />which is adjacent to this property in the City of Vadnais Heights, he <br />extended water main to the boundary line of Little Canada. It was the <br />understanding at that time with the Vadnais Heights engineer that this <br />water main would eventually serve the development of this adjacent <br />property in Little Canada. However, Vadnais Heights now has a new city <br />engineer and they are considering a water study of the larger area. <br />Vadnais Heights would like to provide city water to the Five Star Mobile <br />Home Park while Little Canada would like to serve the Twin Lake Road <br />area. Pratt indicated that he was supportive of an overall solution to the <br />water issue. <br />Pratt reported that the property in question is zoned R -1 and that while <br />there is still some fine - tuning needed on the plat, it will meet the <br />requirements of the City. Pratt indicated that he has begun the permitting <br />process at the Watershed, and indicated that he would like to begin <br />construction this year. <br />Keis asked if it was permissible to have a lot which lies in both cities. <br />Pratt replied that it was. The Joint Powers Agreement will be used to <br />decide how the tax revenue would be split between the cities. Pratt <br />indicated the need for Vadnais Heights and Little Canada to get together to <br />work out the details, and informed the Commission that he would be <br />responsible for getting this discussion going again. <br />A property owner in the area asked if proposed Lot 12 would be a single - <br />family lot. Pratt replied that it would be. The lot is very large, but would <br />be a private, single - family lot. <br />Pratt pointed out that the plat is not proposing the dedication of any land <br />as a public park. However, the City of Vadnais Heights does have a <br />narrow area of parkland adjacent to this property that they have been <br />discussing should be developed for a canoe portage area. <br />Page 95 <br />
