Hanson <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: June 4, 1999 <br />RE: Interim Use Permit/License Fee Ordinance for Fra -Dor Recycling Operation <br />Attached to this memo is a letter from the City Attorney dated June 2, 1999 transmitting the 4th <br />amendment of the development contract with Frattalone Excavating governing the recycling <br />operation located at 3137 Country Drive. This amendment is being proposed relative to the <br />issuance of an interim use permit for the Fra -Dor recycling operation. Also attached is the City <br />Attorney's draft of an ordinance amendment providing for the licensing of stockpiling and <br />crushing of aggregate materials. <br />Revisions to the development agreement have not been finalized as of yet. We are still awaiting <br />a site plan from Mr. Frattalone. Once this is received, we can make some revisions to the <br />development agreement to better define the criteria by which the site is to be maintained during <br />the conduct of the recycling operation. We will also provide better definition as to the <br />restoration that is to take place when the recycling operation is discontinued. We hope to have <br />this completed in time for Tuesday's meeting. In the event that is not possible, we will have to <br />table this matter until the June 22'd meeting. <br />Mr. Frattalone has reviewed the enclosed information.
