MINUTES <br />CITY COUNCIL <br />MAY 11, 1999 <br />curbing. Mursko pointed out that presently there is zero compliance with <br />curbing requirements. Consensus of the Council was to accept Mursko's <br />recommendation for concrete curb stops. <br />Council discussed "Screening" and it was their consensus to accept <br />Mursko's recommendation. It was noted that while 100% screening <br />presents security concerns, there are other means such as lighting, higher <br />fences, etc. to address security. <br />"Landscaping: Establishment of Green Areas" was discussed. Council <br />felt that some flexibility was needed in this area to address some unique <br />property situations in the Park. Therefore, the consensus was to adopt the <br />recommendation of Mursko with the provision for a variance procedure <br />based on hardship. As part of this discussion, the Council discussed the <br />landscaping with the Comfort Bus property owners have done within the <br />street right -of -way. It was Council's consensus to address this situation at <br />the time Comfort Bus applies for a CUP and submits an updated site plan. <br />Council reviewed Mursko's report relative to site conditions at the City's <br />Public Works Garage. Mursko noted that in discussing property <br />conditions within Ryan Industrial Park, these property owners point to site <br />conditions at the City's garage. The first condition discussed is the fact <br />that the chain link fence around the exterior storage area is within the <br />required front yard. It was also noted that the Garage property has no <br />back yard area. If the fence is moved back in order to comply with the <br />Code, approximately one -third of the storage area would be lost. <br />Morelan suggested that the City may warrant a variance situation in this <br />case given that there is no back yard area. <br />Mursko pointed out that chain -link fencing is allowed in the Industrial <br />District, but is not allowed in the Public District. It was suggested that the <br />Code be amended to allow chain -link in the Public District. Other <br />properties this would effect would be church and school properties. <br />Scalze suggested a wood fence around the City's storage area. <br />The City Administrator suggested that the Code could be amended to <br />allow chain -link by Conditional Use Permit to allow the City some <br />control. One criteria which could be considered is whether or not the <br />property abuts residential. If it does, then perhaps the City would prefer to <br />see a wooden fence. Fahey directed City staff to draft an ordinance <br />amendment to allow chain -link in the Public District by CUP and include <br />some criteria for when chain -link would be allowed. <br />PAGE 21 <br />
