MINUTES <br />PLANNING COMMISSION <br />JUNE 9, 1999 <br />parking area is surfaced with blacktop, the side storage area is surfaced <br />with fly ash, and the rear yard is surfaced with concrete aggregate. <br />Montour pointed out that the Code says parking areas can be surfaced with <br />concrete, blacktop, or other material as approved by the Council. Mursko <br />pointed out that Mr. DeBace is proposing concrete aggregate while the <br />City Council is saying that parking areas should be blacktopped. Mr. <br />DeBace can pursue this issue with the City Council. <br />Montour asked how DeBace would designate parking spaces on concrete <br />aggregate. DeBace replied that the rear parking lot cannot be blacktopped <br />because of soil conditions. DeBace reported that he would install curb <br />stones to designate parking spaces and would paint the aggregate each <br />year, if necessary. <br />Montour pointed out Mursko's recommendation to comply with ordinance <br />requirements. If the Commission considers concrete aggregate for the rear <br />parking area, this would be a departure from the ordinance. <br />Knudsen pointed out that the rear parking lot is pretty well hidden. <br />Knudsen asked DeBace for an explanation of the types of materials and <br />equipment which would be stored on site. <br />DeBace reviewed those items as outlined on his site plan and reported that <br />the 6 -foot wood fence he is proposing to construct would screen these <br />items from view. <br />DeBace indicated that he has owned this building for 18 years. He has <br />had a lot of interest from people who want to rent it for an auto repair <br />location. However, given past experience with that type of business, he <br />was not interested. DeBace stated that he has spent a lot of money <br />upgrading his building. DeBace also agreed with Stanke's earlier <br />comments that the Sheriff's Department does not want to see outdoor <br />storage areas screened. <br />Duray pointed out that it appears Mr. DeBace agreed with all the <br />recommendations of the Zoning Administrator except for the surfacing <br />materials for the rear parking area. DeBace replied that that is correct. <br />Duray asked if the December 31st completion date presented Mr. DeBace <br />any problem. DeBace replied that it did not. <br />Stanke asked why Mr. DeBace would be allowed to have a fenced storage <br />area in the front of his building.
