MINUTES
PLANNING COMMISSION
JUNE 9, 1999
PRELIMINARY
PLAT & PUD
PERMIT —
COUNTRY DR. —
RICHARD
BIAGINI
request and was told by the Zoning Administrator that he would have to
process a variance request for the Council to consider this.
Mursko reported that Mr. DeBace is not proposing outdoor storage in his
front yard, but rather the side yard and rear yard.
Stanke could not see the difference between his request and Mr. DeBace's
and indicated that the Zoning Administrator has been inconsistent in her
application of the code.
Mursko pointed out that required parking can be in the front yard of a
property. Mr. DeBace is proposing to park some newer trucks in the front
yard, and these trucks are less than 12,000 pounds. Mursko pointed out
that the trucks and equipment Mr. Stanke has proposed to park in the front
yard exceed the 12,000 gross vehicle weight limitation.
Montour suggested that Mr. Stanke discuss these details with Ms. Mursko
later this week. Pointed out that Mr. Stanke will have an opportunity to
have his application considered at the July Planning Commission meeting.
Montour recommended approval of the Conditional Use Permit for open
and outdoor storage for 3152 County Drive as required by Mr. Bob
DeBace, subject to compliance with the recommendations of the Zoning
Administrator as outlined in her June 9, 1999 letter except that the
Commission is recommending that the rear parking area be surfaced with
concrete aggregate materials with the installation of curb stops to
designate the parking spaces.
Motion seconded by Knudsen.
Motion carried 5 — 0.
The Commission reviewed the Preliminary Plat and PUD Permit for
construction of an office building along Country Drive as requested
by Mr. Dick Biagini. In response to the City Planner's report, Mr. Biagini
presented the Commission with a revised site plan which adjusts
building setbacks. Biagini reported that the Planner has indicated the need
for a 40 -foot front yard setback from the right -of -way. They currently
show a 33 foot setback, and combining that with about 31 feet of
boulevard area, there is a total of approximately 62 feet from the curb line
of Country Drive to the proposed building.
PAGE 127
