Another factor may affect this issue as well. The first (southern) building is set back from <br />Country Drive approximately 28 feet, short of the normally required forty foot front yard for <br />commercial projects. The second building is a duplicate of the first. However, the site <br />narrows to the north, resulting in a greater setback violation from Country Drive for the <br />second building, even though it aligns with the first building with regard to true north. If the <br />two buildings are reduced in area slightly, the parking deficiency may disappear. The PUD <br />District permits flexibility to the setbacks. The City and the applicant should discuss which <br />option would be preferable in this case: Proof of parking with the City monitoring parking <br />demand, or reduced building size to maximize setbacks to Country Drive. <br />Procedurally, the City is being asked to approve a Preliminary Plat which will include land <br />not currently owned by the applicant. The process anticipates that the City will acquire the <br />Precision Tree parcel, then sell it to the developer as a part of the ongoing project. Since <br />the City's tax increment financing depends on a timely construction process, the Plat and <br />PUD approvals are proceeding prior to the final acquisition of the Precision Tree land. A <br />portion of the parking lot for the first building will be constructed on the Precision Tree <br />parcel. This is expected to come later this construction season in time to allow winter <br />occupancy. <br />The landscape plan for the project proposes a perimeter planting area around the building <br />itself, with lawn area along Country drive, and a planting screen along Condit. Staff has <br />requested that the developer replace the proposed cedar fence with berming and <br />additional landscaping to result in a complete vegetative screen which is more attractive, <br />and less of an ongoing maintenance concern, than a wood fence. The applicant has <br />indicated that they will comply with this request. <br />The packet does not currently include grading and drainage plans. The project developer <br />has indicated that the surveyor has been working on collecting site information and should <br />have these plans available to the City Engineer prior to final plan approval. <br />The building plans show signage visible to Country Drive consisting of wall- mounted <br />lettering. The sign size is approximately sixty square feet, well within the limits established <br />by the Sign Ordinance. If additional signage is proposed, such as entry area directory <br />signage, it should be presented to the City Council to be included with an PUD Permit <br />approval. No signage should be located in a way that makes it visible to the residential <br />areas west of Condit Street. <br />Finally, the site plan shows three trash enclosures located in freestanding areas along the <br />west portion of the parking lot. These enclosures should be constructed of materials <br />similar to that of the principal buildings. According to the City's requirements for <br />commercial buildings, the primary building material should be a masonry product such as <br />brick or stucco. <br />Page 132 <br />
