SUMMARY AND RECOMMENDATION <br />Staff recommends approval of the PUD and Preliminary Plat, based on a finding that the <br />PUD District established in this area anticipated office uses as a primary use of property, <br />and that the proposal fits within the Land Use Plan for the area. This recommendation is <br />contingent on a number of conditions which should be attached to any approval <br />recommendation. These are as follows: <br />1. The parking areas are widened to provide 62 feet parking bays measured "wall to <br />wall ". This means 20 foot deep parking spaces and 22 foot wide drive aisles. <br />2. The total number of parking spaces is made to match the requirement of one space <br />per 200 square feet of usable floor area. The project information provided with this <br />application indicates a shortage of 29 spaces. This deficit may be made up by <br />either reducing the size of the buildings, or providing a "proof of parking" agreement <br />which allows the City to approve a site plan with the lower amount of parking, but <br />require compliance if conditions later dictate it. <br />Revise the site plan to demonstrate compliance with the 40 setback as applied to <br />other commercial buildings in the PUD District (including Kandace Heights) and <br />other office PUD project (such as Heritage Office Park). The City may flex this <br />standard, but should distinguish between this project and others in the City. <br />The applicant provide grading, drainage and utility plans to City staff for review prior <br />to final approval. <br />The landscape plan is revised to illustrate a more intensive vegetative screen along <br />Condit Street, without the use of a wood fence. <br />6. The trash enclosures are constructed of materials similar to that of the principal <br />buildings. <br />7. No outdoor storage, other than trash enclosures, is permitted as a part of this <br />project. <br />8. Lighting, signage, and other performance standards of the Zoning Ordinance are <br />complied with. <br />9.
